For our Client we are looking for an experienced PMO Lead.
The role owns the operating cadence and reporting that enables effective SteerCo decision-making, and creates a single, trusted view of delivery progress against the programme’s priorities and OKRs (e.g., cryptographic discovery/scanning and analysis progress for critical-risk services, and enablement of prerequisite controls such as modern transport security across internal and external estates).
The PMO Lead partners closely with the Programme Leadership, Product Owner(s), and Execution Track Leads to standardise ways of working across the execution tracks and ensure transparency of delivery status, risks, dependencies, budget, and outcomes.

Key Responsibilities:
1) Programme governance & operating cadence
- Own and run programme governance structure (SteerCo, working groups, interlocks), including agendas, actions, decisions, and audit trails
- Maintain the programme delivery framework: RAID, dependency management, change control, delivery standards, and consistent templates across workstreams
- Drive consistent cross-track reporting and escalation paths aligned to the programme governance model (plan, prioritise, track, escalate)
2) Planning, OKR tracking & management insight (MI)
- Build and maintain an integrated programme plan across the eight execution tracks: Risk Assessment & Prioritisation; Discovery & Inventory; Vendor Alignment & Ecosystem Readiness; Migration Design & Crypto‑agility; Policy, Standards & Guardrails; Enablement & Training; Mitigation & Remediation; Innovation & Development
- Own programme dashboards/analytics and performance reporting, tracking progress against agreed targets and indicators
- Establish a single source of truth for programme milestones, deliverables, and benefits realisation tracking
3) Financial control & resource management support
- Lead programme financial governance: budget tracking and forecasting (e.g., change requests and annual funding submissions)
- Maintain resourcing and capacity views across central team roles and execution tracks; highlight gaps, constraints, and prioritisation trade-offs
- Support vendor and third-party commercial visibility as needed (in partnership with Procurement and workstream leads)
4) Delivery assurance & controls alignment
- Provide delivery assurance to ensure workstreams meet Client's governance and control expectations
- Coordinate cross-cutting risks and ensure mitigations are owned, time-bound, and tracked
- Ensure reporting is “SteerCo-ready”: clear narrative, data integrity, and decision prompts
5) Stakeholder communication & programme coordination
- Act as the central coordination point for programme communications, ensuring consistent messaging to stakeholders across cybersecurity, business lines, architecture/engineering, technology risk stakeholders, and control functions
- Enable effective two-way reporting with delivery stakeholders to improve visibility of in-flight activity, progress, and blockers
- Support evidence readiness by ensuring metrics, artefacts, and status are well-maintained and readily available
Requirements:
Required skills & experience
- Significant experience leading PMO / programme office functions within complex, multi-workstream change in a regulated environment
- Strong governance, planning, RAID/dependency management, and executive reporting skills
- Strong financial management capability (forecasting, budget tracking, change control discipline)
- Advanced tooling and MI skills (e.g., JIRA/Confluence, reporting dashboards/analytics; strong Excel/PowerPoint discipline)
- Confident stakeholder management with the ability to drive alignment without formal authority
- Fluent English
Desirable skills & experience
- Familiarity with quantum-safe / PQC programme concepts and the delivery implications (inventory, migration waves, vendor readiness, training)
- Experience supporting cyber, cryptography, or large-scale technology risk programmes
- Experience operating across global stakeholder groups and federated delivery structures
